Communications

 It's possible to exclude, decrease vision for the people, and close them into the country. I remembered about the restrictions in Russia for the internet, when to block communications in the system that based on the idea to connect all, need to make a new Internet where locks are included into the system. How a half of the system for limits. I know about filters like a dam on the river but need to make it else, new internet with two channels, maybe.
